Tush tag version 1991 5b. This example was sold at the Ritz Carlton as theeir logo is a Lion. A few examples have surfaced like this. I would assume the ribbon was added at the gift shop. See the back of tag with the Ritz Carlton price sticker.  Below is another earlier version of Harris with the same ribbon.
